The graders at BGS/BVG shouldn't charge for a card you don't grade and for sure shouldn't slab a card you don't grade. PSA will send the card back in a protector with the reason why it's not being graded. They don't charge for this and they certainly don't slab it. You also may want to pick up the pace on orders.
