What kind of feedback should I leave for this eBay seller?
I know within the last 90 days or so there was a thread floating around on here regarding a similar situation, but I can't find it atm.
I purchased a 2012 Topps A&G Mini card off of eBay. The card cost $15.00 and the shipping charge was $5.00. The card arrived today but it was in a top loader that wasn't taped shut, no penny sleeve, and it all arrived in a PWE with an $0.85 postage tag on it.
The card is fine, no damage whatsoever. But I'm a bit peeved that I paid $5.00 for shipping and got the card in a package that isn't worth more than a buck.
What kind of feedback should I leave, and should I contact the seller and request a small refund?

That really blows...but I would give him ok feedback on shipping costs...and make a notation in the comments section, in my opinion. Usually I end up paying more in shipping than the actual auctions that I win...its funny how that works especially when you win like 10 different 2.00 auctions and each seller charges 3.00-5.00 in shipping...lol!

Sadly it s/h that you pay for not just shipping. I'd contact them for sure though. It can't hurt. The feedback you leave can be determined by the sellers attitude and how he/she handles or explains the problem.

Sellers like that are freaking lazy! I sell all the time, I have free shipping, but state in the description, under $3 is shipped in PWE with top loader, anything over $3 is in bubble mailer with top loader. To make up costs I start auctions at $1.99.
Seems fair right? They charge extra fees with shipping, now I avoid that charge. Plus the company I work for gets discounted prices on the envelopes I use, that helps a little too. Also, because I have free shipping I don't feel cheap by reusing teh bubble mailers I get.

Initially I was gonna say to leave him positive feedback with a comment about outrageous shipping prices as well as ding his DSRs...
However, Derek brings up a good point...

Contact him and tell him you are unhappy with the extra $4 "handling" charge and see what he does. If he says too bad, then go ahead and ding his DSR (shipping charges only). If he offers a refund, I'd still ding him a bit on the shipping charge but not as hard (maybe 3 stars instead of 1).
For me personally, it takes me less than 5 minutes to pack and mail a card. And I usually do shipping as close to the actual shipping cost +supplies as possible (on the high side so I don't lose money on shipping).

Out of curiousity, how do you handle the new seller requirements to upload shipping info within 24hrs if you ship in PWE (assuming you are a TRS)?

I would be willing to bet that he/she will say that they charge so much for shipping because they need to make $$. I hate, hate, hate it when sellers do this, but you're hands are tied.

Do you have plans to be? If so, I believe they consider your past sales as well when determining it so if you continue shipping PWE, you never will be one. Or you will have to drop all your sales that would normally ship PWE.

The bonus of doing "free shipping" where the shipping cost is actually built into the purchase price is that combinging shipping becomes a non-issue, buyers don't have the option of dinging shipping charges DSRs (anytime you can eliminate a criteria for TSR is a good thing) and you actually gain that extra money when they buy multiple items (although it kind of discourages people to do so).

I don't think I want to be with those kinds of rules. If I'm offering free shipping, what does it matter how I ship if I'm consistant. My feedback has been excellent so I think I will continue with what I'm doing.
